ok ... interesting stuff but potentially complicated.
Using templates as simple "syntactic sugar" for Category tags can be easy enough though - reduces typing/typos.
To keep things simple, documentation for a template probably should go in the corresponding Discussion tab rather than included as comments in the template itself.
Some templates may appear to be blank due to use of <includeonly> tags (etc.) - can use edit mode to display contents.
